I assume if your government changes involuntarily, the same anarchy occurs. During the anarchy, you can't change government types, all laws are abolished, and you can't enact new laws. Whenever you change government types on purpose, there are a certain number of turns of anarchy. I'm guessing something like that happened to you. I've even seen a couple where you don't get a choice - some bad random event happens and it has a chance of toppling your government. I've seen some events that give you a choice that includes "50% chance of a civil unrest" or something like that.
